I looked at the help wiki, but couldn't find details on how to submit a voting thread. Can someone point me in the right direction?

There is NO VOTING thread system now...!!

This is the new teoti..... you cannot make a vote thread now.... marksyzm is probably on holidays or busy as per hist priority, so I'm not sure he can make such thread available currently... Though he can program it by scripting, but that might take some time... take a chill pill.... if he sees this thread... he'll definitely respond with some solution...

There is no Poll option as there was in VBulletin.

Mo is also correct when he states that Marksyzm is quite busy, what with having a baby and mortgages and running this site on his own and making sure nobody finds Rams body.
