This is at the United States Air Force Academy during Global Engagement. Global Engagement takes place during the summer after freshman year. These are all cadets and are most likely all part of Class of 2014 (if a cadet failed before, they must take GE again as it is a graduation requirement). The C1 (Charlie 1) and C2 (Charlie 2) in the title represents the elements that were in the video.
